China To Promote Drones For Marine Surveillance

China will promote the use of drones, or unmanned aerial vehicles (UAVs), to strengthen the nation's marine surveillance, the State Oceanic Administration (SOA) said on Sunday. The SOA verified and accepted a pilot program of using drones to undertake remote-sensing marine surveillance in Lianyungang, a costal city in eastern Jiangsu Province on Sunday. With the experience learned from the pilot program, the SOA would try to form a managerial system and technical regulations in a bid to set up UAV surveillance and monitoring bases in provinces along China's coastline by 2015, Yu Qingsong, a division chief of the administration said. In addition, the SOA would step up efforts to enhance its surveillance of the islands and islets including the Diaoyu Islands and Huangyan Island. According to the SOA, the use of pilotless aircraft in remote-sensing marine surveillance is relatively flexible, low-cost and efficient, compared with the performance of satellite remote sensi

A Chinese national who formerly worked for L-3 Communications was convicted Wednesday of illegally exporting sensitive U.S. military technology to China, the U.S. Justice Department announced. A federal jury in New Jersey found Sixing "Steve" Liu, 49, guilty of nine charges, including possessing stolen trade secrets, violating export laws and lying to federal agents. He was acquitted on two additional counts of lying to federal agents. Liu worked as an engineer for L-3's Space & Navigation unit in New Jersey from March 2009 until November 2010. China's Car Makers Cut Corners To Success

China's Auto China  keeps getting better at making cars . One reason: It's getting better at cutting corners. Zhejiang Geely Holding Group Co, one of China's biggest car makers, conducted 20 to 25 crash tests when it developed its popular Panda model , engineers involved in developing the car told Reuters. Global car makers typically conduct 125 to 150 crash tests for each new model. By relying more on computer simulations, Geely saved at least 200 million yuan ($31.57 million) and two years in development time on the Panda , the engineers said. Paring back on crash tests, skimping on frills, simplifying designs, using cheaper materials and, in a departure for the industry, outsourcing most of their design and engineering are having a profound effect on the cost bases of China's dozens of car makers. Some are now able to sell cheap and cheerful small car s for about 40,000 yuan ($6,350) - less than half the price of a plain vanilla Toyota . Ten year

After going around in circles for two years, it's back to square one as far as the proposed over Rs 50,000 crore 'Project-75 India' to construct six new-generation conventional submarines, armed with both land-attack missile capabilities and air-independent propulsion (AIP) for greater underwater endurance, is concerned. Defence acquisitions council headed by A K Antony, on its part, has now given a fresh go-ahead to the naval proposal to directly import two of the six diesel-electric stealth submarines from the foreign collaborator eventually selected for P-75India. The remaining four boats will be built at Mazagon Docks (MDL) at Mumbai and Hindustan Shipyard Ltd (HSL) at Visakhapatnam after transfer of technology. This marks a return to the original

Vladimir Putin Said Russia Will Spend $710b On Ballistic Missiles,Warplanes, And Upgrades

Russian  President Vladimir Putin Russia  President Vladimir Putin on Friday demanded a new armament drive similar to the one orchestrated by the dictator  Stalin  in the worst years of his reign of terror in the 1930s. "We must modernise our  defence industry  as comprehensively as it was done in the 1930s,"  Putin  told top security ministers at the weekly Russian Security Council meeting. Stalin helped revolutionise  Russia 's backward tsarist-era industry through a state campaign that relied heavilly on slave labour and was accompanied by political repression in which millions of people died over the years. Russia has announced a massive armaments programme for the coming decade that should see 23 trillion rubles ($710 billion) spent on 400 ballistic missiles and 600 warplanes along with an entire fleet of submarines. The plan has put pressure on other sectors of Putin's budget and on outdated Soviet-era military factories which are una
